" Vail naquit à Saint-Servan d'une mère bretonne et d'un père américain. Ce dernier envoya son fils faire des études d'ingénieurs au " Steven Institute " d'Hoboken (New-Jersey)...Il revint en France et entra chez Julian, puis aux Beaux-Arts dans l'atelier de Cabanel en mars 1882. Il peignit à Grez-sur-Loing et à Etaples et s'installa à Pont-Aven et à Concarneau en 1883 avec Simmons, Harrison et d'autres amis de Bastien-Lepage. " Le port de pêche - Concarneau " le représenta au Salon de 1884. C'est un tableau caractéristique du Naturalisme en plein air qui ne fait aucune concession à l'impressionnisme... Vail reçu une médaille d'Or à l'Exposition Universelle de 1889 pour quatre œuvres présentées ensemble. La première est le seul paysage. Les trois autres sont toutes dans la tradition de la figuration naturaliste chère à Bastien-Lepage, style en vigueur à Concarneau chez Simmons et Emile Renouf et dans l'Ecole de Newlyn..."
